Officials estimate that as many as half of currently sheltered families are recently arrived migrants from other countries; most have come from Haiti, drawn by word of mouth and the pull of the state’s well-established Haitian community. Maura Healey declared a state of emergency on Aug. 8 in a bid for federal help, joining New York, Chicago and Washington, D.C., which have taken similar steps. The convening of a Marine Board of Investigation is the highest level of investigation conducted by the U.S. Coast Guard, Neubauer said.
